
The Director of the Presidential Initiatives in Agriculture and Agribusiness (PIAA) at the Office of the President, Dr. Peter Boamah Otokunor, has participated in a high-level Russia–Africa Expert Dialogue convened by the Moscow Chamber of Commerce and Industry (MCCI), as part of preparations for the Third Russia–Africa Summit scheduled for October 28–29, 2026.

The inaugural meeting brought together experts, policymakers, business leaders and development practitioners from Russia and across Africa to foster collaboration, share expertise and identify strategic opportunities for enhanced economic cooperation between the Russian Federation and African countries.

Dr. Otokunor joined participants in discussions focused on strengthening trade, investment, agriculture, industrialisation, technology transfer and sustainable development. The dialogue also explored practical initiatives that could be advanced through partnerships with the Moscow Chamber of Commerce and Industry and its network of stakeholders.
Opening the meeting, Vice-President of the Moscow Chamber of Commerce and Industry for International and Interregional Activities, Vladislav Mishchenko, described Africa as a strategic priority in Russia’s foreign economic policy. He noted that Russia has significantly expanded its diplomatic and commercial presence across the continent, with 45 embassies now operating in African countries alongside a growing number of regional and business representations of Russian companies.

He explained that the establishment of the African Expert Group provides a platform for specialists working on Russia–Africa relations to exchange experiences, coordinate ideas and develop collaborative projects in the lead-up to the Third Russia–Africa Summit.
Dr. Otokunor’s participation reflects Ghana’s commitment to strengthening international partnerships that promote inclusive economic growth, agricultural transformation and sustainable development. It also aligns with the Government of Ghana’s efforts to attract strategic investments, expand markets for Ghanaian enterprises and deepen bilateral and multilateral cooperation in key sectors of the economy.
The Russia–Africa Expert Dialogue provided participants with the opportunity to exchange perspectives on country-specific opportunities and challenges while identifying innovative approaches to advancing mutually beneficial partnerships between African nations and the Russian Federation.

The Third Russia–Africa Summit, to be held in Moscow later this year, is expected to convene Heads of State and Government, ministers, business executives, investors and development partners from across Africa and Russia to discuss critical issues relating to trade, investment, agriculture, infrastructure, technology, energy and security.
The expert dialogue was organised by the Moscow Chamber of Commerce and Industry with the support of the Moscow Government and the Department of Economic Policy and Development of the City of Moscow, forming part of a series of engagements aimed at strengthening Russia–Africa cooperation ahead of the summit.
